Something like this just happpened to me right now and i have the same problem.

Is there a console command, or some other way that lets you change "owned" items to "unowned" so I can scrap or have them be usable? But there a lot of items like beds and stuff that I cant scrap or have any of my settlers or companions use because it says its "owned".

Now I have a town (a bad ♥♥♥ one if I do say so myself) that I can build things and it does register as a settlement. I got the the town "Covanent" and with the choices I made, extreme circumstances arose and I had to kill everybody!
